01/10/2025: Individual health monitoring for employees who may be assigned to a position requiring driving authorization or electrical clearance.

As of October 1, 2025, reinforced individual monitoring (SIR) will no longer be required for workers with driving and electrical authorizations.

It is replaced by a certificate of no medical contraindication, valid for 5 years and issued by the occupational physician, for the issue of :

- driving licence ;

- electrical clearance for live working or operations in the vicinity of live parts

It should be noted that notices of suitability issued under the CRS prior to October1, 2025 take the place of the new certificate for a period of five years from the date of issue.

01/10/2025: New criteria for energy audits and energy management systems (EMS)

The new criteria are based on energy consumption rather than company size, sales or balance sheet.

Companies whose average annual final energy consumption is equal to or greater than 2.75 GWh and which have not implemented an EMS are subject to energy audits.

Companies whose average annual final energy consumption is equal to or greater than 23.6 GWh are required to set up an EMS.

10/31/2025: Measurement of atmospheric emissions in PFAS for ICPE 2770 and 3520-b

Analysis of PFAS (*) in atmospheric emissions is compulsory for certain classified installations in the waste sector.

(*) any substance containing at least one fully fluorinated methyl (CF3-) or methylene (-CF2-) carbon atom, without any bonded H/Cl/Br/I atoms.

This sampling and analysis campaign must :

  • be carried out by COFRAC-accredited laboratories or organizations at each point of canalized atmospheric emissions resulting from the thermal treatment of plant waste before any dilution with other effluents;
  • be carried out under conditions representative of normal plant activity;
  • cover 49 PFAS substances as well as hydrogen fluoride (HF) and the main associated peripheral parameters (flow rate, oxygen content, temperature, pressure and water vapor content).

Note that the obligation to carry out the sampling and analysis campaign does not apply if it is demonstrated that the composition of the waste streams entering the facility is stable over time, and that the incoming waste does not contain PFAS substances.

The measurement campaign is compulsory on October 1, 2025 for installations classified under 2770 (*) and/or 3520-b, whatever their capacity, with the exception of household waste incineration units classified under 2770 and/or 3520-b solely for the purpose of treating infectious healthcare waste,

(*) Installation for the thermal treatment of hazardous waste, excluding installations covered by headings 2792 and 2793 and combustion installations consuming as waste only waste meeting the definition of biomass as defined in heading 2910.

(**) Incineration or co-incineration of hazardous waste with a capacity exceeding 10 tonnes per day.
