Creation of the 4000 series categories in the ICPE nomenclature

A March 2014 decree established the 4000 series of the ICPE nomenclature to align it with the CLP regulation and transpose the criteria of the Seveso III Directive.

On March 5, 2014, the decree was published* creating the 4000 series within the ICPE nomenclature. It will come into effect on June 1, 2015.

The creation of the 4000 series aims to achieve two objectives:

  • Harmonizing the ICPE nomenclature with the new classification of hazardous substances and mixtures resulting from CLP Regulation No. 1272/2008 of December 16, 2008
  • Transposing the new classification criteria for Seveso sites introduced by Seveso III Directive No. 2012/18 of July 4, 2012, in accordance with the CLP classification

Overall, this decree implements the following changes:

  • Creation of 2 entries in the 1000 series,
  • Creation of 81 entries in the 4000 series,
  • Modification of 6 entries (1434, 1435, 1450, 1630, 2795, and 2970),
  • Removal of 64 entries in the 1000 series

Furthermore, it inserts 2 new articles into the Environmental Code (Articles R. 511-11 and R. 511-12) to define the aggregation rules for calculating and establishing SEVESO classifications lower tier and upper tier.

The following architecture is planned for the new categories 4000:

  • Category 4000: General definition of hazardous substances and mixtures
  • Category 4001: Aggregation rule for Seveso lower-tier establishment classification
  • 4100 series categories: Toxic
  • 4200 series categories: Explosives
  • 4300 series categories: Flammable (gases, aerosols, liquids)
  • 4400 series categories: Self-reactive substances - Organic peroxides - Oxidizers (solids, liquids)
  • 4500 series categories: Hazardous to the environment
  • 4600 series categories: Other Seveso hazards (e.g., substances that emit flammable gases upon contact with water)
  • 4700 and 4800 series categories: Named substances directly or indirectly related to the Seveso Directive
  • 4900 series categories: Other non-Seveso categories
