September 2023 marks several key HSE deadlines: inventory and analysis of PFAS substances for ICPEs, and declaration of energy consumption on OPERAT.

September 28, 2023: Deadline for inventorying PFAS substances used, produced, treated, or released, as well as PFAS substances produced by degradation, for authorized ICPEs.

Per- and polyfluoroalkyl substances, also known as PFAS, degrade very little after use or release into the environment.

Authorized ICPEs must carry out an inventory of PFAS substances used, produced, treated, or released, as well as PFAS substances produced by degradation. If such substances were used, produced, treated, or released before June 28, 2023, they must also be included in the list, along with the date they are likely to have been released.

September 28, 2023: Deadline for the first PFAS substance analysis campaign for authorized ICPEs under one of headings 2660, 2661, 2760, 2790, 3410, 3420, 3440, 3450, 4713

ICPEs authorized under headings 2660, 2661, 2760, 2790, 3410, 3420, 3440, 3450, 4713 must conduct a PFAS substance analysis campaign each month for 3 consecutive months. The first campaign must be completed by September 28, 2023.

September 30, 2023: Deadline for declaring 2022 consumption on the OPERAT platform if subject to the Tertiary Eco-Energy scheme ("Tertiary Decree")

Entities subject to the Tertiary Eco-Energy scheme (or "Tertiary Decree") must declare their previous year's consumption annually, by September 30, on the OPERAT platform.
