Prevention Passport: The training courses to be declared in the prevention passport are specified, along with the declaration deadlines.

Please note: This article concerns French legislation. The requirements described may not apply in other countries.

As a reminder, the Occupational Health Law stipulates that every employee must have a prevention passport. This passport contains all completed training courses related to safety and the prevention of occupational risks, including mandatory training, as well as the certificates, attestations, and diplomas obtained in this context.

Decree No. 2025-748 of August 1, 2025, provided clarifications on the training courses to be entered in the prevention passport and the declaration deadlines for training organizations and employers.

Training courses to be declared in the prevention passport

These must meet the following cumulative conditions:

- meet an objective of preventing occupational risks or the general obligation to train workers,

- result in the issuance of a training certificate or proof of successful completion for the holder of the Professional Training Account (CPF) who completed the training,

- allow for the mobilization of knowledge and skills acquired or developed during the training, and that these knowledge and skills are transferable to any other job exposing the worker to occupational risks similar to those present in the job held by the worker at the time of the training.

Training courses not to be declared in the prevention passport

The following are not to be declared in the prevention passport:

- trainer training courses enabling them to deliver training related to occupational risk prevention,

- safety training applicable only to a specific company,

- training ensuring the safety of people and property, except for:

o Workplace First Aid Rescuer training,

o supplementary training to courses related to the protection of people or property, aimed at developing specific knowledge and skills for intervening in situations involving specific occupational risks,

- health, safety, and working conditions training undertaken by employee representatives,

- prevention specialist training, except for:

o radiation protection training for competent employees leading to the issuance of a certificate,

o hyperbaric prevention advisor training.

Identify training to be declared

Examples of training to declare: Workplace First Aid, manual handling, chemical risks, road risk, competent person in radiation protection (PCR)...

Declaration obligation for employers

If the training is provided by the employer, it must be declared within 6 months from the end of the quarter in which the training certificate was issued or in which the validity of the success certificate issued to the holder begins.

Reporting Obligation for Training Organizations

If the training is provided by a training organization, it must be declared within 3 months from the end of the quarter in which the training certificate is issued or in which the validity of the success certificate delivered to the holder begins.

Employer Obligation for Training Provided by Training Organizations at Their Initiative

Within 6 months from the end of the quarter in which the training certificate is issued or in which the validity of the success certificate delivered to the holder begins, the employer may verify the accuracy of the data entered by the training organization for training provided at their initiative. Within this period, the employer may ask the training organization to correct or complete its declaration. In the absence of verification, the declaration is deemed verified upon expiration of this period.

If the training is not declared within the deadlines indicated above by the training organization, the employer must enter the training into the prevention passport within 9 months following the expiration of the deadlines applicable to training organizations.

Transitional Provisions

Only mandatory training regulated by law and mandatory training required for positions needing employer authorization or accreditation must be declared:

·       from September 1, 2025, until June 30, 2026, for training organizations,

·       from the launch of the dematerialized service dedicated to employer declarations (no later than March 31, 2026) until September 30, 2026, for employers.

Training completed or for which the validity of the success certificate begins between September 1 and September 30, 2025, must be declared by the training organization before July 1, 2026, and these declarations must be verified by the employer before October 1, 2026.

The deadlines indicated concerning the requirements applicable to training organizations and employers are extended by 3 months until the mass data import functionalities via file are made available to users, and no later than December 31, 2026 [i.e., within 9 months instead of 6 months for employers and within 6 months instead of 3 months for training organizations].

Other Provisions Related to the Professional Training Account (CPF)

Training completed via the CPF is automatically entered into the prevention passport. Transitional provisions are planned.
