ENVIRONMENT
Management of waste from building demolition or renovation: PEMD (Products-Equipment-Materials-Waste) diagnosis and inventory form
Arrêté du 26 mars 2023 relatif au diagnostic portant sur la gestion des produits, équipements, matériaux et déchets issus de la démolition ou de la rénovation significative de catégories de bâtiments [JORF du 29 avril 2023] (Decree of March 26, 2023 concerning the diagnosis of the management of products, equipment, materials and waste from the demolition or significant renovation of categories of buildings)
As a reminder, the owner of a project involving the demolition of a major part of a building's structure, or the significant renovation of certain buildings, is required to carry out a diagnosis of the waste resulting from this work.
What's new :
- declaration to CSTB instead of Ademe ;
- creation of the Cerfa form for PEMD diagnosis;
- the Cerfa form for PEMD recolement has been redesigned.
ENERGY
Building automation and control systems (BACS) for commercial buildings
Code de la construction et de l'habitation Articles R. 175-1 to R. 175-9: Pilotage des systèmes techniques des bâtiments modifié par le Décret n° 2023-259 du 7 avril 2023 relatif aux systèmes d'automatisation et de contrôle des bâtiments tertiaires [JORF of April 8, 2023].
Evolution allows :
- broaden the scope of the obligation to install an automation and control system in commercial buildings;
- introduce a requirement for periodic inspection of these systems;
- remove the maintenance exemption for technical systems linked to the automation and control system.

This order specifies the inspection procedures for automation and control systems.
SAFETY
Temporary derogation from the obligation to provide workers with domestic hot water
Decree no. 2023-310 of April 24, 2023 on the possibility of derogating until June 30, 2024 from the obligation to provide workers with temperature-controlled water in the workplace [JORF of April 27, 2023].
This provision is in line with the objective of energy sobriety. The exemption applies under certain conditions.

This law now provides that, within the framework of agreements, professional branches can draw up lists of trades or activities particularly exposed to occupational risk factors linked to marked physical constraints.
It adds a new use for points registered on the Compte Professionnel de Prévention (C2P).
