July 1, 2026: Requirements for shade structures incorporating a renewable energy generation system for parking lots of 10,000 m² or larger
The APER Act requires that, as of July1, 2026, parking lots of at least 10,000 m² must install shade structures that incorporate a renewable energy generation system (*) covering at least half of their total area. A postponement to January1, 2028, is possible under certain conditions.

July 1, 2026: REP for Commercial Packaging
Manufacturers of packaging used to market products consumed or used by professionals must join an approved eco-organization (Leko, Twiice, or Citeo Pro) in the professional packaging EPR sector or establish their own system.
The concept of a “marketer” or professional packaging producer encompasses a much broader range of stakeholders than it might seem at first glance. The industry targets an entire chain of operators: packaging manufacturers, manufacturers of packaged products, assemblers, importers, distributors, wholesalers, retailers, and unpackers.
However, according to announcements from the Ministry of the Environment, the launch of the EPR program could be postponed.

July 1, 2026: Percentage of roof area subject to the requirement to install renewable energy generation systems or green roofs
New construction, additions, and major renovations to certain buildings must incorporate rooftop renewable energy generation systems or green roof systems.
The minimum roof area requirement will increase to 40% effective July 1, 2026.

Asbestos surveys are now mandatory prior to certain operations carried out on civil engineering structures, transportation infrastructure, or various utility networks.
The client must have a survey conducted to determine the presence of asbestos prior to any operation that poses a risk of asbestos exposure to workers.

July 1, 2026: Additional accreditation for SPSTs providing the SIR for workers exposed to ionizing radiation
To ensure enhanced individual monitoring (SIR) of workers exposed to ionizing radiation, occupational health and safety services (SPST), including those in agriculture, must obtain additional certification effective July 1, 2026.
This supplemental license issued by the administrative authority is valid for 5 years, and an application for renewal must be submitted at least 4 months before its expiration.
July 1, 2026: End of transitional measures related to the annual certification of the OPERAT platform
As a reminder, owners and, where applicable, tenants of existing commercial buildings larger than 1,000 m² must take steps to reduce their final energy consumption and report their consumption annually on the OPERAT platform.
Until July 1, 2026, the following were optional:
- displaying the annual digital certificate generated by the platform;
- the assessment of compliance with the reduction in final energy consumption conducted by the digital platform operator based on this annual digital certificate (in the case of a sale, the preliminary sales agreement or the binding sales agreement, and, failing that, the notarized deed of sale; and in the case of a lease, the lease agreement).
July 1, 2026: Contents of the Public Access Building Safety Registry
The contents of the safety register for establishments open to the public (ERP) have been amended and expanded.
It must now also include:
- the list of names and positions of persons belonging to the security service (previously, reference was made to the list of personnel responsible for the fire service);
- the dates of fire drills.
August 1, 2026: Revision of the technical guidelines for the in-service monitoring of pressurized refrigeration systems
The Professional Technical Manual (CTP) on the in-service monitoring of pressurized refrigeration systems, as of April 8, 2026, must be followed.
August 12, 2026: Packaging (PPWR)
The PPWR (Packaging and Packaging Waste Regulation) is now in effect. The purpose of this regulation is to update and strengthen European Union law regarding packaging and the management of packaging waste.
In particular, it establishes harmonized requirements regarding environmental sustainability and labeling that apply to the entire life cycle of packaging. It also sets out provisions concerning extended producer responsibility (EPR), the prevention of packaging waste, and the collection and treatment of packaging waste.
