Every year, operators of certain facilities are required to submit a GEREP declaration, which lists the main pollutant emissions (water, air, soil, etc.) and waste production. How do you go about it?
The GEREP declaration stems from the transposition into French law of Regulation (EC) No. 166/2006 of January 18, 2006 concerning the creation of a European Pollutant Release and Transfer Register (E-PRTR). The provisions are transposed in the amended ministerial order of January 31, 2008, on the register and annual declaration of polluting emissions from classified facilities subject to authorization.
The data are used to make information on emissions available to the public, either at national level on the National Pollutant Emissions Register or at European level on the European PRTR website.
Facilities covered by the GEREP declaration
The plants required to report their emissions to water, air and soil on an annual basis are :
a) Establishments carrying out one of the following activities:
- Classified installations subject to authorization or registration, excluding non-intensive livestock farms;
- Installations subject to the Emissions Trading Scheme (ETS) ;
- Extraction sites and quarries ;
- Some urban wastewater treatment plants ;
- Some fish farms.
b) Establishments carrying out one of the activities listed in Annex I of the "E-PRTR" regulation: refineries, thermal power plants, metal production and processing, foundries, glass manufacturing, chemical industry, etc.
Data to be declared
The items to be declared depend on the specific situation of each plant, and on whether certain thresholds have been reached. They include the following:

For facilities subject to the emissions trading scheme, the ICPE remote declaration service also allows you to :
- report greenhouse gas emissions for the reference year;
- file the audit report (or reasonable assurance opinion) ;
- declare activity levels to enable free quotas to be allocated.

Declaration process
The GEREP declaration for reference year N must be completed on the website by :
- February 28 N+1 for establishments covered by the greenhouse gas Emissions Trading Scheme (ETS),
- March 31 N+1 for other establishments.
