Limiting the maximum surface area of certain advertisements and signs

Code de l'environnement Articles R. 581-1 à R. 581-88 : Publicité, enseignes et préenseignes MODIFIE PAR Décret n° 2023-1007 du 30 octobre 2023 portant modification de certaines dispositions du code de l'environnement relatives à la surface des publicités, des enseignes et des préenseignes [JORF du1er novembre 2023].

The decree of October 30, 2023 reduces the maximum surface area of signs and advertising. As a result, the maximum unit surface area authorized is reduced from 12m² to 10.5m² for a certain number of advertisements, advertising devices, signs and pre-signs:

  • in agglomerations with more than 10,000 inhabitants, or in certain cases in agglomerations with fewer than 10,000 inhabitants that are part of an urban unit with more than 100,000 inhabitants;
  • within the right-of-way of airports and rail and bus stations.

Signs and advertising erected before November 2, 2023 that do not comply with these new provisions (subject to compliance with previous provisions) may be maintained for a maximum period of 4 years.

Content and format of climate neutrality plans

Regulation 2023/2441 of October 31, 2023 implementing Directive 2003/87/EC of the European Parliament and of the Council as regards the content and format of climate neutrality plans to be drawn up for the purpose of allocating emission allowances free of charge [OJEU of November 3, 2023].

From May 1, 2024, the quantity of free allowances allocated will be reduced by 20% for operators of installations whose emissions exceed 80% of the reference levels for the products concerned, unless they have drawn up a climate neutrality plan.

The regulations set out the content of this plan.

Using drones to prevent natural and technological risks

Avis " doctrine d'usage portant sur l'usage des drones dans le cadre de la prévention des risques naturels et technologiques " [JORF of October 17, 2023].

National and local officials, as well as inspectors of classified installations, are now able to use drones to carry out some of their missions. The opinion addresses the use of drones in the fields of ICPE policing, hydraulic engineering policing, knowledge and prevention of natural hazards, coastal erosion monitoring, and the protection of personal data captured during these operations.

Methods for calculating effective doses and equivalent doses resulting from exposure of persons to ionizing radiation

Order of November 16, 2023 defining the methods for calculating effective doses and equivalent doses resulting from the exposure of individuals to ionizing radiation [JORF of November 25, 2023].

Repealing the decree of September 1, 2003 of the same name, this decree replaces the methods for calculating effective and equivalent doses in the field of ionizing radiation (use of radioactive sources, radon exposure, etc.) on January 1, 2024. The update of this methodology follows the publication of updated values on the effects of radionuclides on the various tissues and organs of the body by the International Commission on Radiological Protection (ICRP).
