Limitation of the maximum surface area for certain advertisements and signs
Environmental Code Articles R. 581-1 to R. 581-88: Advertising, signs and pre-signs AMENDED BY Decree No. 2023-1007 of October 30, 2023, modifying certain provisions of the Environmental Code relating to the surface area of advertisements, signs and pre-signs [JORF of 1st November 2023]
The decree of October 30, 2023, reduces the maximum surface area of signs and advertisements. Thus, the maximum authorized unit surface area decreases from 12m² to 10.5m² for a number of advertisements, advertising devices, signs, and pre-signs:
- in agglomerations with more than 10,000 inhabitants or, in certain cases, in those with fewer than 10,000 inhabitants that are part of an urban unit of more than 100,000 inhabitants;
- within the confines of airports and railway and bus stations.
Signs and advertisements installed before November 2, 2023, that do not comply with these new provisions (provided they comply with previous provisions) may be maintained for a maximum period of 4 years.
Content and format of climate neutrality plans
Regulation 2023/2441 of October 31, 2023, laying down implementing rules for Directive 2003/87/EC of the European Parliament and of the Council concerning the content and format of climate neutrality plans to be established for the purpose of allocating free emission allowances [OJEU of November 3, 2023]
As of May 1, 2024, the quantity of free allowances allocated will be reduced by 20% for operators of installations whose emission levels are higher than those of 80% of the benchmarks for the products concerned, unless they have established a climate neutrality plan.
The regulation defines the content of this plan.
Use of drones in the context of natural and technological risk prevention
Opinion "doctrine of use concerning the use of drones in the context of natural and technological risk prevention" [JORF of October 17, 2023]
National and territorial agents, as well as inspectors of classified installations, are now authorized to use drones in the performance of some of their duties. The opinion thus addresses the use of drones in the areas of policing classified installations (ICPE), hydraulic structures, natural risk assessment and prevention, coastal erosion monitoring, and the protection of personal data collected during these operations.

Methods for calculating effective doses and equivalent doses resulting from human exposure to ionizing radiation
Order of November 16, 2023, defining the methods for calculating effective doses and equivalent doses resulting from human exposure to ionizing radiation [JORF of November 25, 2023]
Repealing the order of September 1, 2003, of the same name, this order replaces the methods for calculating effective and equivalent doses in the field of ionizing radiation (use of radioactive sources, radon exposure, etc.) as of January 1, 2024. The update of this methodology follows the publication of updated values on the effects of radionuclides on different body tissues and organs by the International Commission on Radiological Protection (ICRP).
