ENVIRONMENT
New regulation on transboundary waste shipments
Regulation (EU) 2024/1157 of the European Parliament and of the Council of 11 April 2024 on waste shipments [OJEU of 30 April 2024]
This regulation lays down rules for the shipment and disposal of waste within the European Union and into or out of the European Union. It applies to the following waste shipments:
- Between Member States within the European Union, whether or not transiting through third countries;
- Imported into the Union from third countries;
- Exported from the Union to third countries;
- Transiting through the Union from and to third countries.
It then sets out the various obligations and prohibitions, as well as the implementing arrangements and associated procedures, applicable in these different situations.
This regulation repeals and replaces the former Regulation (EC) No 1013/2006 of 14 June 2006 on waste shipments.

ENERGY
Application procedures for specific provisions regarding agrivoltaic installations
Energy Code Articles R. 314-108 to R. 314-123: Specific provisions for electricity production from agrivoltaic installations ESTABLISHED BY Decree No. 2024-318 of April 8, 2024, concerning the development of agrivoltaics and the conditions for installing photovoltaic systems on agricultural, natural, or forest land [Official Journal of April 9, 2024]
As a reminder, an agrivoltaic installation is an electricity generation system using the sun's radiative energy, with modules located on an agricultural plot where they sustainably contribute to the establishment, maintenance, or development of agricultural production. It must directly provide a service to the plot, ensuring significant agricultural production and a sustainable income for an active farmer, and must not prevent agricultural production from being the primary activity of the plot.
These articles therefore clarify the concepts associated with these installations, the conditions for implementing agrivoltaic installation projects, and the control procedures for these installations.

SAFETY
Extension of the validity period of the individual certificate known as 'certiphyto' for the use of plant protection products in a professional context
Decree No. 2024-326 of April 9, 2024, extending by one year the validity period of the individual certificate provided for in Section II of Article L. 254-3 of the Rural and Maritime Fishing Code [Official Journal of April 10, 2024]
Thus, the validity period of 'certiphyto' for individuals who use plant protection products in their professional activity, whether as employees, on their own behalf, or under an unpaid mutual assistance agreement, is extended by one year when it expires between April 10, 2024, and May 1, 2025.
Intervention procedures for workers in hyperbaric environments under category D
Order of April 22, 2024, concerning hyperbaric work performed without immersion (category D) [Official Journal of April 26, 2024]
This order defines the methods and procedures applicable to workers performing non-immersion interventions in hyperbaric environments, i.e., exposing workers to relative pressures exceeding 100 hectopascals, category D.
Issued under the Labor Code, this decree specifies:
- Common provisions for the different intervention methods in hyperbaric environments;
- Specific requirements for non-immersion work in hyperbaric environments.
