01/01/2025: Obligation to install charging stations for electric vehicles

As of January 1, charging stations for electric vehicles must be installed in existing parking lots with more than 20 spaces:

  • 1 space with a recharging point, sized to allow access for people with reduced mobility;
  • 1 space with a recharging point for every additional 20 spaces.

Exemptions are provided for :

  • buildings occupied or owned by SMEs;
  • or if the cost of the work required on the upstream part of the main switchboard serving the load points exceeds the total cost of the work and equipment carried out downstream of this switchboard to install the load points. In this case, the number of load points is limited so that the work upstream of the main switchboard does not exceed the total cost of the work downstream of this switchboard.

01/01/2025: Renewable energy production processes and green roofing systems for buildings

From January 1, 2025, for office buildings or parts of buildings, the obligation to integrate renewable energy production processes or roof greening systems will apply to new buildings, extensions or major renovations with a footprint of over 500 m² (previously 1000 m²).

From January 1, 2025, the obligation to integrate renewable energy production processes or green roofing systems will be extended to the construction, extension or major renovation of :

  • office buildings ;
  • hospitals, sports, recreation and leisure facilities, school and university buildings or parts thereof;

When they create more than 500 m² of floor space.

01/01/2025: Waste sorting and recovery 8 streams - integration of textile waste

The obligation to sort at source and recover waste has been extended to include textile waste. It already covered waste paper, metal, plastic, glass, wood, mineral fractions and gypsum.

01/01/2025: Restriction on the use of refrigerants with GWP > 2500

It is forbidden to use any fluorinated greenhouse gas with a Global Warming Potential equal to or greater than 2,500 for the servicing or maintenance of refrigeration equipment with a charge equal to or greater than 40 tonnes of CO2 equivalent.

01/01/2025: Automation and control systems for commercial buildings

Existing tertiary buildings with a heating or air-conditioning system rated at more than 290 kW:

  • install a building automation and control system (BACS) before January 1, 2025;
  • or carry out a study proving that the return on investment is greater than 10 years.

In addition, if the useful rated output of the heating or air-conditioning system is > 70 kW, the first inspection of the building automation and control system in place on April 7, 2023 must be carried out no later than January 1, 2025.

01/01/2025: Prevention of light pollution

Lighting installations where the proportion of light emitted by the luminaire above the horizontal in installation conditions is greater than 50% must be replaced by luminaires that comply with the provisions of the Order of December 27, 2018 by January 1, 2025 at the latest.

01/01/2025: Reform of water agency fees

As of January1, 2025, the reform of water charges comes into force.

The fee for modernizing collection networks has been abolished.

Three new fees have been created:

  • drinking water network performance fee ;
  • Performance fee for wastewater treatment systems ;
  • Drinking water consumption charge.

In addition, the non-domestic water pollution charge only applies to industrial companies not connected to the wastewater collection network (i.e. those discharging into the natural environment). Industrialists connected to the public sewerage system only are no longer liable.

01/01/2025: Adaptation of the TDG decree to new international agreements

The TDG decree groups together the rules applicable to the transport of hazardous goods on national territory for the 3 land modes: Road, Rail and Inland Waterway. It has been adapted to take account of changes in international regulations on the transport of dangerous goods by land (ADR 2025, RID 2025 and ADN 2025).

The main changes concern the following points:

  • Tests referred to in provision AP11 of 7.3.3 of RID and ADR ;
  • Technical inspection of vehicles (Appendix IV.7) ;
  • Transport of dangerous goods by rail.

These changes will apply from January1, 2025. However, employers may continue to apply the old provisions of the TDG Order until June 30, 2025.

01/01/2025 ELV for existing combustion plants with output >= 5 MW

The emission limit values (ELVs) for combustion plants classified under heading 2910 with a capacity of 5 MW or more will change on January1, 2025.
