Changes in data transmission procedures for Extended Producer Responsibility (EPR) schemes
Order of December 12, 2022, concerning data for Extended Producer Responsibility (EPR) schemes, AMENDED BY the Order of October 8, 2024 [Official Journal of October 20, 2024]
As a reminder, producers who have set up an individual system and eco-organizations must annually transmit to ADEME a certain amount of information for each category of products concerned. The Order of December 12, 2022, defines, for all EPR schemes, the nature and the procedures for making this information available.
The data transmission procedures for EPR schemes are thus modified, as are the annexes providing for specific cases for the targeted EPR schemes. The data transmission schedule is first revised (deadline now set for May 31, compared to April 30 previously). The scope and content of the data to be transmitted are then supplemented for:
- Those related to waste collection;
- Those related to waste management;
- Those related to the reuse and re-use of used products
- Those to be provided as part of the transmission to the competent authority for the development and monitoring of the Regional Spatial Planning, Sustainable Development and Territorial Equality Scheme (SRADDET) or the Regional Waste Prevention and Management Plan (PRPGD).
Definition of criteria and conditions to be met in order to consider carbon stored in a product as permanently chemically bound
Commission Delegated Regulation (EU) 2024/2620 of July 30, 2024, supplementing Directive 2003/87/EC of the European Parliament and of the Council as regards the conditions to be met for greenhouse gases to be considered permanently chemically bound in a product [OJEU of October 4, 2024]
Pursuant to Directive 2023/87 of October 13, 2023, establishing a system for greenhouse gas emission allowance trading, this regulation establishes the criteria and conditions to be met for Greenhouse Gases (GHG) to be considered permanently chemically bound in a product.
As a reminder, the surrender of GHG allowances is not required for GHG emissions that are deemed to have been captured and used in such a way that they have become permanently chemically bound in a product, so that they cannot enter the atmosphere under normal conditions of use, including any normal activity occurring after the product's end-of-life.
Changes to the presentation of water bills

As a reminder, the reform of water agency fees initiated by the 2024 Finance Law replaces, as of January 1, 2025, the fees for domestic pollution and for the modernization of collection networks with the following fees:
- On drinking water consumption;
- For the performance of drinking water networks;
- For the performance of collective sanitation systems.
In the interest of consistency, the order of October 2, 2024, modifies the presentation of water bills to reflect the new fees.

To account for the changes introduced by Law No. 2021-1018 of August 2, 2021, aimed at strengthening occupational health prevention, the order of September 26, 2024, updates the models for fitness-for-work certificates, unfitness-for-work certificates, individual health monitoring attestations, and proposals for job accommodation measures with four new models.
