Decree no. 2025-884 of September 2, 2025 specifies the obligations of project owners and persons carrying out drilling or boring work, or creating wells or underground structures not intended for domestic use, with a view to finding, monitoring or extracting groundwater, as well as restoration work carried out when operations cease.
Procedures for the monitoring campaign for per- or polyfluoroalkylated substances (PFAS) in water entering and leaving urban wastewater treatment plants
Arrêté du 3 septembre 2025 relatif à l'analyse de substances per- et polyfluoroalkylées dans les eaux en entrée et sortie de stations de traitement des eaux usées urbaines [JORF of September 7, 2025].
As part of the interministerial action plan on PFAS, this decree sets the conditions for a monitoring campaign for PFAS substances in water entering and leaving urban wastewater treatment plants with a nominal capacity of 10,000 population equivalent or more, falling under heading 2.1.1.0 "Collective wastewater treatment systems and non-collective sanitation installations designed to collect and treat a gross load of organic pollution" of the nomenclature of installations, works and activities (IOTA).
Training certificate for individuals working on certain mobile equipment containing fluorinated greenhouse gases or their alternatives
Commission Implementing Regulation (EU) 2025/1893 of September 17, 2025 establishing, pursuant to Regulation (EU) 2024/573 of the European Parliament and of the Council, minimum requirements for training attestations for natural persons and the conditions applicable to the mutual recognition of such training attestations as regards certain mobile equipment containing fluorinated greenhouse gases or their alternatives, and repealing Commission Regulation (EC) No 307/2008 [OJEU of September 19, 2025].
This regulation specifies the minimum requirements for training certificates for individuals working on certain mobile equipment (air-conditioning equipment, heat pumps, cooling circuits for refrigeration units in heavy commercial vehicles, vans and non-road mobile machinery, etc.) containing fluorinated greenhouse gases or their alternatives.
Subject to transitional provisions or equivalent certification, the training certificate is thus mandatory for all maintenance, servicing, repair, leak testing and gas recovery operations on such equipment.

ENERGY
Setting absolute targets for tertiary sector activities (shops, cinemas, funeral services, banks) and specifying how the obligation to take action to reduce energy consumption in tertiary sector buildings is to be applied.

The decree of August 1, 2025, known as the "Absolute Values VI" decree, sets targets expressed in absolute values to be achieved by 2030 for those subject to the Tertiary Decree, for the last categories of activity for which absolute values were not defined (shops, banks, cinemas, funeral services).
In addition, the "Administration and offices (Standard offices)" sub-category of each activity category, which did not include absolute values for these zones, has been completed by adopting the absolute values of the "Standard offices (partitioned - allocated)" sub-category of the "Offices - Public service - Bank" category.
In addition, it specifies certain application procedures for the obligation to take action to reduce energy consumption in commercial buildings (model for annual digital attestation, liquefied natural gas, etc.).

SAFETY
Models of the certificate of absence of medical contraindications required for the issue of a driving license and certain electrical clearances

As a reminder, decree no. 2025-355 of April 18, 2025 modifies the medical monitoring procedures for workers holding electrical clearance, as well as the conditions for issuing such clearance. The same applies to the conditions for issuing driving licenses. The employees concerned have been removed from the list of employees benefiting from reinforced individual monitoring. Some of these employees must now hold a certificate of absence of medical contraindications issued by the occupational physician following a medical examination carried out by him/her, which is valid for five years.
This decree establishes two models of certificate of absence of medical contraindications.
Contents of the file accompanying the application for approval or renewal of approval of an occupational health and prevention service (SPST) under the general scheme

As a reminder, each SPST must be approved for a period of 5 years by the regional director for the economy, employment, labor and solidarity (DREETS), after consultation with the occupational health inspector.
Pursuant to Law no. 2021-1018 of August 2, 2021 (known as the Occupational Health Law), this order sets the content of the file that must accompany the application for approval or renewal of approval for:
- an autonomous SPST,
- an inter-company SPST,
- a company, establishment or inter-establishment SPST,
- an inter-company SPST that monitors temporary workers.
Exemptions to the certibiocide system

The order of September 5, 2025 introduces the following derogations for certibiocide:
1) "certibiocide disinfectants" certificates obtained between January 1, 2024 and December 31, 2024 are valid for six years, instead of five.
2) Exemptions from certibiocide are now available for
- certibiocide disinfectant, for personnel working in the human and animal health sectors, subject to proof of ongoing training;
- the three certibiocides, for certain staff involved in border health checks to prevent the spread of transmissible diseases by land, sea or air, provided they have also undergone training.
