Decree No. 2025-884 of September 2, 2025, specifies the obligations of project owners and individuals carrying out drilling or boring works, the creation of wells or underground structures not intended for domestic use for groundwater research, monitoring, or extraction, and restoration works performed upon the cessation of operation of these structures.
Procedures for the monitoring campaign of per- or polyfluoroalkyl substances (PFAS) in the influent and effluent of urban wastewater treatment plants
Order of September 3, 2025, concerning the analysis of per- and polyfluoroalkyl substances in the influent and effluent of urban wastewater treatment plants [Official Journal of September 7, 2025]
As part of the interministerial action plan on PFAS, this order sets the conditions for a PFAS monitoring campaign in the influent and effluent of urban wastewater treatment plants with a nominal capacity of 10,000 population equivalent or more, falling under heading 2.1.1.0 "Collective wastewater sanitation systems and non-collective sanitation facilities intended to collect and treat a gross organic pollution load" of the nomenclature of installations, structures, works, and activities (IOTA).

Training certificate for individuals working on certain mobile equipment containing fluorinated greenhouse gases or their substitute solutions
Commission Implementing Regulation (EU) 2025/1893 of 17 September 2025 establishing, in accordance with Regulation (EU) 2024/573 of the European Parliament and of the Council, minimum requirements for training certificates for individuals and the conditions applicable to the mutual recognition of such training certificates concerning certain mobile equipment containing fluorinated greenhouse gases or their substitute solutions, and repealing Commission Regulation (EC) No 307/2008 [OJEU of 19 September 2025]
This regulation specifies the minimum requirements for training certificates for individuals working on certain mobile equipment (air conditioning equipment, heat pumps, cooling circuits of refrigeration units in heavy-duty vehicles, vans, and non-road mobile machinery, etc.) containing fluorinated greenhouse gases or their substitute solutions.
Subject to transitional provisions or an equivalent certificate, the training certificate is therefore mandatory for any maintenance, servicing, repair, leak check, or gas recovery operation on this equipment.
ENERGY
Setting absolute targets for tertiary sector activities (Retail, cinemas, funeral services, banks) and clarification of the application procedures for the obligation to reduce energy consumption in tertiary sector buildings
Order of 10 April 2020 concerning the obligations to reduce final energy consumption in tertiary sector buildings AMENDED BY Order of 1 August 2025 [Official Journal of 6 September 2025]
The Order of 1 August 2025, known as the "Absolute Values VI" Order, sets the absolute targets to be achieved by 2030 for those subject to the Tertiary Decree, covering the last categories of activity for which absolute values had not been defined (retail, banks, cinemas, funeral services).
Furthermore, the "Administration and offices (Standard Offices)" sub-category within each activity category that previously lacked absolute values for these areas has been completed by identically adopting the absolute values from the "Standard Offices (partitioned - allocated)" sub-category of the "Offices - Public Service - Bank" category.
In addition, it specifies certain application procedures for the obligation to reduce energy consumption in tertiary sector buildings (annual digital certificate model, liquefied natural gas, etc.).
SAFETY
Templates for the medical fitness certificate required for issuing driving permits and certain electrical qualifications
Order of September 26, 2025, setting out the templates for medical fitness certificates for driving and performing certain operations, as provided for in Articles R. 4323-56 and R. 4544-9 of the Labor Code [Official Journal of September 30, 2025]
As a reminder, Decree No. 2025-355 of April 18, 2025, amends the procedures for medical monitoring of workers holding electrical qualifications, as well as the conditions for issuing such qualifications. The same applies to the conditions for issuing driving permits. The employees concerned are removed from the list of employees benefiting from enhanced individual monitoring. Some of these employees must now hold a medical fitness certificate issued by the occupational physician following a medical examination conducted by them, which is valid for five years.
In this context, this Order establishes two templates for medical fitness certificates.
Content of the application file for approval or renewal of approval for an occupational health and safety service (SPST) under the general scheme
Order of September 3, 2025, concerning the composition of application files for approval or renewal of approval for occupational health and safety services and specific approval files for occupational health and safety services responsible for monitoring temporary workers [Official Journal of September 9, 2025]
As a reminder, each SPST must hold an approval, valid for 5 years, issued by the Regional Director for Economy, Employment, Labor, and Solidarity (DREETS), following the opinion of the labor inspector physician.
In application of Law No. 2021-1018 of August 2, 2021 (known as the Occupational Health Law), this Order sets out the content of the file that must accompany the application for approval or renewal of approval for:
· a standalone SPST,
· an inter-company SPST,
· a company, establishment, or inter-establishment SPST for temporary employment,
· an inter-company SPST that monitors temporary workers.
Exemptions from the Certibiocide scheme
Order of October 9, 2013, concerning the conditions for exercising the activity of professional user and distributor of certain types of biocidal products, AMENDED BY Order of September 5, 2025 [Official Journal of September 5, 2025]
The Order of September 5, 2025, introduces the following exemptions for the Certibiocide certificate:
1) The "Certibiocide disinfectants" certificates obtained between January 1, 2024, and December 31, 2024, are valid for a period of six years, instead of five years.
2) Exemptions from the Certibiocide certificate are now provided for
· the Certibiocide disinfectant certificate, for personnel working in human and animal health sectors, provided they can demonstrate continuous training;
· all three Certibiocide certificates, for certain agents tasked with border health control missions to prevent the spread of transmissible diseases by land, sea, or air, provided they have also completed training.
